PCGS has held onto my submission for 3 months now. I've called them a bunch of times, but they are not helpful ... just some kinder variation of 'that's too bad, we're sorry". The submission is only 8 coins. This is absolutely crazy.

Unacceptable! And that's why I don't use them. I use ANACS, excellent customer service and fast turnaround!

Unfortunately it happens from time to time. They've been swamped with world coins this summer and they have been going slow. On the bright side they did update their website this morning so now you can see what part of the process your submission is in. Quote: I use ANACS, excellent customer service and fast turnaround! There have been times in the past when 3 months would have been wonderful.
No matter which of the three typically respected third party graders you use, there will be times that the process takes a long time.
None of them give your coins preference nor indifference because of you or your coins. Calling over and over won't speed the results and gives folks who have to answer your unhappy calls a bad day.
Patience. Or if the speed of grading your coins is imperative, pay for the super speedy alternative.
I understand your frustration. I've been there myself. But you really don't need to grump your own day with such a thing.

I can think of two reasons for delays: 1. It's summer vacation time. 2. A big coin show occurred taking people away from home base AND swamping them with submissions.

Absolutely ridiculous! We always use NGC for better world Coins and some US coins. ANACS also in our tool box for US coins , especially VAMs. PCGS never ! Lately ANACS has been very conservative in their Grading . No trouble getting My price when people SEE the coin.

Does the website say where they are in the process? Did you sent them something very obscure that they are having to wait for outside experts/consultants for?

PCGS has contacted me. One of the coins was damaged during the encapsulation process which caused the delay.

Exactly. The coin was holdered 'details - damaged' and they offered me the insured value of the coin plus free return shipping. Beyond this, I don't think there is much else that I can do.

So, the coin was graded and had a PCGS grade assigned before they attempted to holder it. Was the insured value based on that grade, or was it based on the value you indicated on the submission form? IMHO values listed on submission forms are "best" guesses based on what the submitter hopes the grade will be. In this case, there was an actual grade assigned before the damage occurred, so it seems like the insured value should equal the PCGS listed price for the coin and grade

The value you list on the submission is the max payout you will ever get. The submission values determine the tiers and costs so if someone wanted to try and slip something into a lower tier there's some added risk if the once in a blue moon damage happens.
