This quarter has dull gray color both sides. the surface looks rough. Is this a mint error or PSD?

Looks like environmental damage to me.

I'm thinking PSD. Looks like the coin has suffered from an environmental issue--perhaps exposure to an acid or other reactive/corrosive agent.
