I know silver quarters have silver reeds and contain the "s" mint mark but I found 2008 hawaii new State Quarter with solid silver reeds bearing the "p"

Thanks for the pic! I agree with John in that this coin has been plated post-Mint. That's why the weight is important. A true silver quarter weighs a noticeable amount more than a CuNi-clad quarter (plated or not).
