Is this considered doubling of letters besides the mint mark. Is it considered Machine Doubling or something else? Thanks for the help.

Yes it is doubling, unfortunately it is Die deterioration doubling. The die was pretty much shot by the time it minted this coin.

It also looks like the coin has Machine Doubling as well. The dies may have been getting loose in the press. As they struck your coin they shook and "bounced" after the strike cutting into the date and lettering. You can tell Machine Doubling because it's flat and shelf-like. It also reduces the size of the devices. It's not the kind of doubling you want.

So it is both Machine Doubling and on the reverse, showing both Machine Doubling and die wear. The reverse die is a later die state. Spender.
