This 2013 D has a delam scrap from an earlier version of the Lincolin cent. You can see the design from the 2013 through the delam. Also the delam is reversed. Can anyone help with how this could happen at the mint?

Appears to be adhesive of some kind and a Memorial cent was once stuck to it. Soak the Coin in acetone, if it is adhesive it should come off

It can't happen at the mint. We see these quit often on the Forum.
Someone puts some glue on a coin and presses another coin
over it creating a reverse image. As stated, soak in acetone
and it will return to it's original state.
