There is no question its an error coin.
The questions:
1. How rare is a 1989 US Penny with a strike error?
2. Is it a Double Die, or Die Clash?
On the reverse side, to the right of the Lincoln Memorial, is what appears to be the shadowed silhouette of the edge of the building. This penny is in remarkable shape, for pocket change, almost a mirrored sheen, save the single spot pictured. The shadow effect is caused vy a rise up, not a scratch down, so its not post mint damage..
