Looks like a plating bubble to me but I'm no expert so I would defer to others.

Got your PM,don't know if this is the post you wanted me to look at again or not. I agree it is a plating bubble. You should be able to dent it with a toothpick.

If you take a look at the second pic it appears as if there's a second bottom bar under
of the L in liberty
