Can someone tell me what this is near the rim on Observe. It looks strange, was this minted this way? Does it effect the value at all?

The die was getting very tired (LDS) when your coin was struck. It appears that it was over polished and was getting older after the polishing. (Polishing reduces the size of the devices, and the fields are showing their age that was getting flow lines in the fields, since the heavy die polishing of the dies.

I just pulled this out of my stock and took pics for sale on eBay. I will attribute the knowledge you all have given me if I do decide to list, thank you all for your help. This is a wonderful place to gain coin knowledge.
