This looks to me like an off center strike/RR rim. Can someone please take a look?

Appears to be a misaligned die--a somewhat modest one. Nice example.

Keep in mind a lot of the devices touching the rim was happening till 1969 when the master hub was replaced. This continued to get worse in the early 1960's. The enhance some devices to make it through a few more years.
