I found this Wheat penny and was curious. I thought it might just be a 1924 or 1926, but the right-facing "foot" of the second one is too low for a 24 and isn't curved enough for a 26. Am I missing something? (photos)
I'm thinking its a legit 1921 where the 1 in 21 was the recipient of a well-placed hit--displacing the one a tad. Have seen similar on many, many coins in the past. Copper is a relatively soft metal and all kinds of interesting things happen when coin features are hit.
