Just looks like excessive wear. These could be coins that were used in a casino slot machine. Just Post Strike Damage as far as I can tell.

@jesse, yes better pics would help, but please also describe what you are seeing for potential errors on these coins. Is it just the dull surface coloration or something else? Thx.

It's just environmental damage, they were probably in the ground at some point.
