I don't ever remember seeing or hearing of these sets are they mint sealed or made up by other means?

I can't be really sure, but
I cant help thinking that these are a private product
using genuine coins, rather than a purely official mint product.
No evidence of a mint logo or other similar RCM identification.

Interesting anyway, and should have it's own place and price in the numismatic aftermarket.

Closely examine the coins.
If they are MS-67 or better, they could be very interesting and lend some credence to being an RCM mint product.

If you read the original post, there is no claim of this being a mint product. It is not. These were made post mint and they do exists in numbers and surface periodically. The question was, does anyone know who created these and when. A friend of mine mentioned that he thought these were done around Expo.

There were many thousands of unofficial products made in '67 to try and cash in on the Centennial.
Most have been tossed and forgotten.
What's embossed on the plastic between the dollar and the dime?
That would be your most reliable clue.
If you don't have that information available you'll likely never know as there were a number of different sources of gold plated coins.
"Dipping" is not considered cleaning...

I don't have access to these set (yet) and the iCollector pic isn't clear enough. I understand there were many "unofficial" products made during Expo. However someone went to some extent to create these (plating, sealing and the envelope printing). This is not a one off product and there was some volume of these.

Neat set. I have never seen or heard of this. Looks like there have been a handful of auction appearances over the last six years -- three that I could find. I can't imagine many of these were made.

So I got my hands on 4 of these. The center mark does not provide any additional clues.
