Always the possibility it is USA as well. I ran several searches with no real results. Any markings on the back to give a clue to the maker?

It seems (to me) to more likely a badge/identification for a US member at an international convention....maybe odd fellows, red cross, masons, boy scouts or the like

I agree with a convention. No unions back then so would agree with others as listed above. The letters look like SWI to me.

Maybe International Shriners - Mohammed Shriners is a fraternal society based in Bartonville (Peoria), IL that was founded in 1893....USA may refer to USA rite as opposed to Scottish rite (Until 2000, one had to complete either the Scottish Rite or York Rite degrees of Masonry to be eligible for Shrine membership )
or maybe related to the 1900 presidential campaign or even the electoral college ?

The Women of Peoria Women's Club
Lucie Brotherson Tyng was active in the Woman's Christian Temperance Union—this was during the time that Peoria was known as the "Whiskey Capital of the World"—and she later became president of the organization. She was also involved with the Ladies Memorial Society, the group which helped raise the money to erect a monument honoring the nation's soldiers. It was responsible for bringing President McKinley to Peoria in 1899 for the dedication of the "Soldiers and Sailor Monument," which still stands at the Peoria County Courthouse.

Thanks for all the ideas. Further research has not been able to pin this down. I think I need access to a Peoria Newspaper from those dates.

Not a bad idea. You might be able to find something online, although you may have to get a subscription or make some other payment.

It could be an undertakers (funerals, morticians) convention.

From (Champaign, IL) Champaign Daily News June 13 1899
Leon Mistendorf is attending the undertakers convention at Peoria.

From (Bloomington, IL) Weekly Pantagraph June 9, 1899
The undertakers of Illinois will meet in Peoria June 13 and 14. Papers will be read and officers elected for the year.

I have found some references to the "Illinois State Undertakers Association" conventions for other years.
