It looks like glue. A soak in 100% pure acetone should remove it.

Glue would be my guess as well, but acetone will not removed all types of glues.

Some form of foreign goo has affixed itself to the coin.

Yes dried adhesive. You might be able to chip at it to remove some bits, but the copper underneath likely will be toned differently from the exposed parts of the coin.

To answer your question, no, not a mint error.

I agree, looks like some sort of glue and environmental corrosion.
