I agree, it may have been painted or a had a bad plating at some point in it's life. Also, just so you know, copper can tone in a huge array of browns/golds, but what your cent is showing is not natural toning.
It's hard to make that call. The coin is pretty worn and beat up. If it was me I would just throw it in a box and move on to the next one. Then when you have more experience come back to it an look at it again. Just my humble opinion.
