Is it raised, incuse or flat?

Just for future reference it is best to post a full cropped photo of the reverse and obverse then zoomed in photos of the areas of concern.

Given the image, one could say a small o intersecting a larger o. Post strike damage most likely.

Looks like a contact mark off another coin that let incuse marks on the bust on that area. Highest areas will transfer to each other when a coin is hit on top of another coin.
