1984 Quarter With 3 Circles On The Face. Strange?

One appears to impact the hair and bottom neck. Another one is plainly visible about 2mm from the edge. Another circle can be seen running along the inner edge of the outer edge of the coin. All circles seem to be perfectly centered on the coin. I apologize for the bad quality and off centeredness. It's hard to downscale when my phone only wants to take 4k photos. All 4 photos are of 1 coin.
Do you think this coin is "Rare?"

Those circles/rings on the obverse are caused by coin Rolling Machine Damage. This coin was on the end of a roll at some point in its career. We see these 2-3 times monthly.
