Cannot tell the date nor can I see an eye in liberty very faint if you put it one direction couple other things you might notice that I have not either just wanting people's input thanks very much

Looks like 1990 to me...the "I" and "0" devices on the die had most likely been filled with a small amount of grease.

Follow questions regarding this type of coin.

Is this technically an "error" if the light strike is the result grease build up or is there another term to use?

How would I know if the most right "9" is not from "over polishing"?

Grateful for all those who know about how dies are supposed to work...

Looking at the coin, you can see other isolated areas such as the
"I" in Liberty and the bottom of the word "IN" that are also missing.
These would be from a grease or other substance partially filling the Die.
If it was due to overpolishing, there could not be isolated areas letters
because when they polish a die, the whole die is polished affecting the shallowest
spots on the die. In order for the 9 to be missing, as it is a deep spot on the die,
practically everything would be missing.
