I'm posting bc I saw this before on a 1970 cent..
I think I asked in a chat before and they said PMD..
This is identical to the 70.. it looks like Tape but not..
Also I posted a Nickle in this group with the same thin coat peeling up.. not same pattern tho.
I'm pretty sure it doesn't add value to the cojn. Just wondering what's going on with them..

Have you tried soaking this in acetone?

If it's not tape or other adhesive or something attached to the surface (you said it wasn't), it sounds as if there was a masking done for a chemical splash of some sort. While it's curious to figure out the cause, damage is damage, and in this case, post mint damage ( PMD).
