Hi guys,

I have this 2016 P Washington quarter would like to know if this is a small Rim Cud on the Obverse right side of the rim near the motto "IN GOD WE TRUST"?

This is a rim Cud, not a Die Cud. When small chips break off the of the gutter, it makes the rim taller on that affected area. On a Die Cud the edge of the die would be affected. Both are on the die, so the rim Cud would probably not retire the die. A die could would retire the die:
