Looks like either a Grease Filled Die or early stage ridge ring. In future post, please crop photos a bit more...thanks.

Reverse is showing the typical weak States devices. Either a low weight planchet or Struck Through Grease. Neither a premium for the coin.


Grease Filled Die:

We see a lot of these. The coin always looks better with the full devices on that area.
