Weakly struck as is common with these coins, heavily clashed, making the die at end of life. I can't see any real signs of circulation and the luster still looks good, I'd guess MS64, I do worry that little area around 10:00 on the reverse rim will continue to grow, an acetone bath before slabbing may have stopped that. PVC possibly?
A overall nice coin if the strike was stronger, I'd say MS65.

My guess is that NGC graded it at MS62.

strike is weak in some areas which is typical but the columns look decent which is what I look for. I think they graded it MS63 due to broken luster and strike

Seems a bit harsh. Was between a 62/63 myself. Guess the number of small reverse marks were enough to hold it back. Not much of a price difference until MS64.

NGC is just flat wrong on this one I believe. No way that's a MS61 coin, it's too nice.
