The title states a 1986 coin, but you up loaded a 1971-S coin.

But in either case, we need a nice in focus close-up of the MM to see it any better.

I agree, we need a sharp much larger closeup of the mintmark as well as whole photos of the entire coin, both sides. Thanks.

Depending on where you are looking:

Take a look at this page and note the affected area on the lower left loop. If you are looking there, that is mintmark punch damage. It happens on normal and RPMs. It is not part of the listed RPMs.

Note on the previous year on that area. It is showing the RPM on that same area. (So the mintmark punch damage had happen for sometime on this punch)

Mintmark punch damage can be even seen on different denominations of coins.
