There is nothing at all going on with your Dime. It is completely normal. Compare your coin to PCGS Photograde and/or another Dime of the same year and mint. The U is always in very close proximity to, or touching, the Olive branch.
Look more like an issue with extreme die wear. Variety Vista lists not DDR's most none on the 1980's dimes. http://varietyvista.com/07%20Roosev...Listings.htm A few listings on the post 1999 dimes on the reverses, but more on the area your are looking and above that area. Wexler also lists none on the 1980's dimes. http://doubleddie.com/499555.html
