Might be a glue-like substance or dried liquid on the coin--a thin layer or stain. Might come off if the coin were soaked in 100% acetone.

Can't see well what might be going on in the QUA area of QUARTER.

It could have been a cup holder coin, or glued to something then tried to remove the epoxy from the coin and cooked the surface. It didn't leave the striking chamber looking like that. It was altered in circulation.
