Strange marking on jacket between 9 and mint mintmark. Any help would be awesome!!

Looks like then they polished the die on that area: (keep in mind that the die is incuse on that area) The polisher removed more of the field on the area, leaving a void. The void is filled during the strike and will show up as a raised area, just like your coin. No premium for this. The rest of the dies life, all coins struck with that die will have that same area.

Thank you for the welcome!! That makes sense. I purchased 2 OBW 1958 d rolls, just went back through them and did find one more. Thank you for the info!!
