Strange marking on jacket between 9 and mint mintmark. Any help would be awesome!!

Looks like then they polished the die on that area: (keep in mind that the die is incuse on that area) The polisher removed more of the field on the area, leaving a void. The void is filled during the strike and will show up as a raised area, just like your coin. No premium for this. The rest of the dies life, all coins struck with that die will have that same area.
