This penny has been repair it looks like a bad job the third 9 has been repaired and it looks like it was repunched so does the 5 and the D mint mark. What is it?

It is your imagination, that's just a regular cent.
The US Mint does not repair or repunch coins.
Probably the glare from your telescope is playing tricks,.

Typically, Lincoln cents are not repaired. Can't quite tell what's going on with the date and mint mark given the photos posted. There's a good chance that you're dealing with Machine Doubling, or Die Deterioration Doubling.
