It looks like a pre-strike planchet flaw to me.

Struck on a flawed planchet. Have you weighed the coin? That would provide insight.

To me, it looks like a PM gouge or strike through. If it was a flawed planchet, why don't the letters N. T, and the leaves squish out into the flaw?

 with planchet flaw based on the weakly struck portion on the obverse in the same area, I'm not 100% but I imagine a planchet flaw would most likely be under weight where as a struck through it wouldn't be so weight could clear up that. Either way very dramatic error imo.

You know what is great about this coin? I have no idea when or where I got it (or what I paid!) so I was quite thrilled to have found it in my "unsorted" box! Like it was a gift to my future self! Lol.
