With the indentions on either side of the anomaly, I would guess some sort of damage.

Looks like a struck through plating piece, from another coin added to this coin. Looks like it wraps around the edge of the coin.

I see radial flow lines on the cent above, below and through the anomaly pretty much consistent and even throughout, so I have to agree with Coop that whatever it is, it was on the coin when it was struck.

Could be a struck through or perhaps a very slight ragged clip that got bent over in the upset mill?
