I believe that's just part of the design, just google the same year and mint and they all seem to have that.

Look at the position of the Adam's apple in reference to the color. And it's not that prominent on the nickle on the left.

Coins go through die states, EDS(early die state) MDS(mid die state) LDS(late die state) during the aging if the die it gets constantly polished to remove imperfections and over time the devices and portrait can loose parts of there design. Looks normal to me.

@cool, with regard to the mintmark, it looks more like a circulation hit rather than a RPM based on your pics. Here is a link to the varietyvista page on RPMs though so that you can compare with the coin in hand.

Two different coins in this image. The mintmark on the reverse is not a 1969-D. The second image show the mintmark on the obverse.
