Looks like a contact Mark, as far as I can tell it's incuse so it would just be damage.

A coin can be uncirculated but still have contact marks, more often then not uncirculated sets and coins are far from perfect, the ding in the bottom the the A is also damage, it's still a fairly nice coin though and silver.

@cool, I agree with @wrek that your half dollar has a number of small dings on it that are not mint errors, despite the coin not having seen any circulation. Another example of this is the line on JFK's nose. It is still a nice coin and worth saving for the silver though.

It is an incuse gash on that area. Note the lighting on that area. The top of the area in question is showing a dark area, indicating the it is incuse on the coin. The displaced wave is what you are seeing from the hit the coin took from an edge of another coin. Not part of the design, but moved metal on the coin. Check out this line for more information:
