I think it is a minor off-center - you can see that the rim on both sides are wider on the right and narrow on the left side of the coin.

But the weakness of the devices are from a Grease Fill issue. Note the affected ones, how they look wider? That is the tops of the devices were filled in on the die. This allows the bottom to be struck on to the coin, while the tops were prevented from forming because of the grease in the deep recesses of the die:
