on my 1984 D cent would it be considered a filled in mint mark and on both the adverse and reverse what is that green stuff also why is half the bow tie missing
The mint mark may have taken a hit as the metal looks flattened.
The coin has several areas of zinc rot where the copper platting has been compromised and the zinc core is exposed and beginning to corrode. The green looks like the copper has reacted with something and is corroding as well.
The Vest / Bowtie area does look a little weak and may have resulted from a slight area of grease on the die.
Spend it quick before it disappears!

The zinc will deteriorate over time if exposed to the air through any opening in the copper plating, but I do not think will not jump from one coin to the next.
