No, this is Machine Doubling.
No RPM's after 1989.

i knew it couldnt be an rpm but it had a slight rotation in it I thought

I'm thinking Machine Doubling. It's customary to post full, large and sharp pics of the obverse and reverse. This helps establish the context for what were looking at, and may uncover additional interesting features.
