Quater looks circulated and old, but I just can't pass it on. It has a shadow of S and A. But can't be seen and it's like it's there at the same time. I don't know what to do.

@seg, it is always helpful if you describe where you are seeing things on your coins. Do you mean the somewhat A-shaped scratches that are below and between the C and A in AMERICA?

Stray marks that coincidentally resemble a letter. You are experiencing Pareidolia -- the tendency to find meaning in random patterns.

The S below the S in your first image isn't the same shape or size as the S in STATES.
