I'm not sure if this is an error or damage. The N in "ONE" looks to have a strike error.

Coins are not 'printed', they are minted - or more accurately coins are 'struck'.

But anyway, even though the image is way too small for proper evaluation, I will go out on a limb and say that the 'N' is just damaged from circulation hits.

Not an error, just damage. It has taken a hit moving the metal aside.

First, welcome to CCF. Second, yep that looks like damage to me too. You can see where part of the letter N has been pushed sideways.

I believe you are correct. The Penny took a hit causing the damage.

Incuse marks are damage into the coin. It is were a die issue the affected area would rise above the other devices. So the reduction is just damage to the coin.
