It looks like a Struck Through Grease issue. UNITED looks like an extreme die issue. But not a doubled die. DDO / DDRs are on the central areas of these designs. (Not on the outer edges of devices)

Coop, if it was Struck Through Grease the lettering would be filled in. The issue with this coin is that the fields around the letters are raised up. I'm going with severe Die Deterioration.

Well after hearing the term " Ridge Ring", I did a little more sleuthing and actually found a photo of this exact coin listed on Error-ref.com! They have it categorized as a "Soft Die Error". Thanks again for all of your input on this.
