1995 -D- cent on the obverse is the date and liberty doubled and on the reverse is -E-plurubis unum doubled or why does it look the way it does

I would say that the shelf like doubling on the devices of this coin is MD, Machine Doubling, if it were a DD the devices would be raised. This is my opinion anyway, cheers,Alun

The '95 D... Machine Doubling may be in-play. Too, this could be an early stage dryer coin.

Unsure what the first photo is meant to convey--the 73.
