Found in circulation at different times different places, yet they seem to have similar color on exposed, copperless areas.

I am not aware of any mechanism where only a partial copper plating could occur.

Leads me to believe both of these coins have experienced environmental toning/staining of some sort before you found them.

If it was copperless, the zinc core would be showing through.
They both have some sort of environmental damage.

This type of thing comes up a lot here. Some say PMD some say a plating issue.

I'm going to go against the grain here, like I always do on these cents. This is a plating problem. I found about 2 rolls of 95s that have from some to almost all of the plating missing in uncirculated String & sons rolls. If I hadn't found them in unc. rolls, I'd probably agree this is PMD. But finding them in uncirculated rolls tells me that they were like this from the mint. This is a pic of some of them.

Coming out the same roll is strong evidence of mint error I think. Are they worth anything?
