It is not rare and yes that is a Die Crack. The L looks grease filled.
A common Philadelphia minted cent with over 8 BILLION minted.
The four corners of the Memorial are a common area for cracks.

Obverse Ridge Ring is an indication of die deterioration--which looks rather strong on this cent--given the images posted.

Die cracks are just die events. Not a premium for these coins. New collectors get excited about them, but they are just die breakage or a die event. They are not often retired for small die cracks.
