First time posting & relatively new with coins. Is this a partial double collar strike? Or damaged?
No mint mark - I can take more pics if need be.

It's probably a stain. Try washing it off with some warm water or soak it in acetone and see if it fades.

1964 no mint mark. The coin has damage from circulation, nothing to do for. Just a spender. For testing you can wash or clean with everything come on your ideas and nothing will be change.
NEVER ARGUE WITH AN IDIOT. FIRST THEY WILL DRAG YOU DOWN TO THEIR LEVEL. THEN, THEY WILL BEAT YOU WITH EXPERIENCE.

If the opposite side of the coin is pushed outwards, then it could be contact damage on that area?
