Can anyone tell me what this error is? And why the bright purple color?

Not a lamination and not an error, just some substance on the coin.
Hard to say exactly what it is but it wasn't on there when the coin was minted.

In the past for some reason girls painted coins with nail polish. Who knows why girls do what they do but we love them anyway.

For fun, try giving your coin a long soak in 100% acetone--might remove some (or all) of the 'stain film'.
