"D" on the 25c and "S" on the 5c.

I agree that better photos would help, including a photo of the entire set, but from what I can see the packaging looks correct for a 1970 Mint Set.

What I think the OP is pointing out is that the color band of blue was used for Philadelphia sets, yet the WQ bears a D mint mark, which should be in a red banded set.

Further, although better photos would help here as well, the JN appears to have an S mint mark.

Here's a link showing the packaging styles over the years.

That quarter doesn't look to be in mint state condition. (from these current photos anyway)

I know that Proof coins were pacakged in San Francisco, but weren't the uncirculated Denver coins shipped to Philadelphia for packaging?

Hey! good eye and attention to detail there. That clinches to me that this is not OGP from the mint.
And yes I noticed that the quarter looked to be a little circulated, but was going to wait on newer images.

The 1970-S Nickel was issued for circulation. It was included in the Philadelphia portion of the mint set that year, along with the 1970-S Lincoln cent.

There was no 1970 nickel or half dollar minted in Philadelphia that year, so there was room for both San Francisco minted coins in the Philadelphia part.

The 1970 mint set was a mess, so coins being sealed in the wrong place was bound to happen...

jbuck is right. 100% gov. packaging. A coin can be uncirculated and still not be "perfect."
