Appears to be some kind of foreign substance on the coin. Glue or something of the sort.

Interestingly, when there is something like dried glue on a cent, this can protect the underlying copper from oxidizing. That is why these areas are still so shiny on your coin.

Or clear nail polish. This was added before the coin had lost it the BU look. Thus why it is still showing below the addition on the coin. Not a plus, just an altered surface on the coin.
