This is a special dual "spikehead". These two die cracks will eventually form the home for the Retained Cuds and Cuds.

In the early and later states they won't look exactly the same etc. thickness and cracking of the die when striking the coins ofc. I assure you 100% this obverse die with dual "spikeheads" is the same that progressed to the Cuds.
Idk if I'm reading your comment right if what your saying you think the spike head isn't the die break starting for the Cuds.

The reverse of the 2020 Spikehead has two die chips above epu
One big die chip ontop left of the shield between EP and a smaller one above the L.
All the Retained Cuds and Cuds have the exact same die markers. Size and all.
