Yep, that cent has been heavily damaged. It did not leave the mint looking like that.

It may have been cut down to use as a dime in a vending machine. This one is rougher that most, but I've seen lots of cents modified like this.

My Dad worked in the vending/gambling machine business in the 50's thru 90's. I've got a handful of these he pulled out of machines in the early part of his career.
