They have a center fold, they are circulated.

It appears if they circulated, it wasn't for long. But as the others have mentioned, they look like they have a gentle center fold.

Technically, uncirculated means "like new". A note without folds, writing, pinholes, tears or bent corners. A minor amount of handling marks is tolerated in some cases.
