I can't seem to find any information about this piece of exonumia. Would it be considered a token? I'm guessing it was attached to the dog's collar by the hole at the top. The obverse reads "DOG TAX PAID 1914 JUNIATA CO. PA". The reverse is blank.

Yes I'd call this a token. Looks like Juniata County has a long history of interestingly shaped dog tax tokens, including one shaped a bit like a fire plug. Here is a link from tokencatalog.com:

My dog proudly wears a medal not a token.
A token has a redeemable value.
I just got my dog a new hydrant style medal on Friday and retired her 2023 bone shaped one.
"Dipping" is not considered cleaning...

It is akin to a license plate so the city/state can make money off of you.Some places even did it for bicycles, but they were stickers.
