I'm guessing it was attached to the dog's collar by the hole at the top. The obverse reads "DOG TAX PAID 1914 JUNIATA CO. PA". The reverse is blank. Looks like Juniata County has a long history of interestingly shaped dog tax tokens, including one shaped a bit like a fire plug. I just got my dog a new hydrant style medal on Friday and retired her 2023 bone shaped one.
